Out of Court Resolution

For adults who have committed low-level or first-time offences, the Out of Court Resolution (OOCR) service provides a constructive alternative to court. It offers a moment to stop, reflect, and make positive changes without the long‑term impact that formal prosecution can bring. 

Delivered by Ingeus in Leicester, Leicestershire and Rutland, the OOCR service supports people to take responsibility for their actions, understand the impact of their behaviour and move forward with confidence. The focus is on rehabilitation, accountability and reducing the likelihood of reoffending.

Turning a moment into an opportunity

An out of court resolution isn’t just a legal outcome - it’s an opportunity for change. 

For many people, it’s the first time they’ve been offered structured support. That moment can be powerful. With the right help, it can open the door to new ways of thinking, healthier choices, and a more positive path forward. 

The OOCR service supports people to: 

  • pause and reflect on what has happened 
  • understand the impact of their actions on others 
  • address underlying issues such as relationships, wellbeing or lifestyle 
  • build the skills and confidence needed to make positive changes 

By focusing on early intervention, the service helps prevent problems from escalating and supports long‑term change. 

Who the OOCR service supports 

While the service supports all adults living in Leicester, Leicestershire and Rutland who receive an Out of Court Resolution from Leicestershire Police, we provide specialised support for the following groups: 

  • women aged 18 and over 
  • young adult men aged 18–25 
  • male perpetrators of intimate partner domestic abuse

We work with people from all backgrounds, including those with complex needs, adverse life experiences or additional support requirements. 

Support that meets people where they are

Everyone’s situation is different. That’s why support through the OOCR service is tailored to the individual. 

Those supported through the service are offered a clear focus on accountability, behaviour change and moving forward. The approach is trauma‑informed, respectful and flexible, recognising that engagement isn’t always straightforward and that progress varies for each individual. 

Working together to support change 

The OOCR service is delivered by Ingeus in collaboration with partners, including Hampton Trust and AdventFS, bringing together experience, specialist knowledge and a shared commitment to positive outcomes. 

By working together, we aim to ensure that people receive the right support at the right time – helping people move forward, supporting victims, and contributing to safer communities.
