REFLECT is all about second chances. We work with males aged 18–24 who are at a turning point in their lives - offering the support, skills, and confidence they need to move away from offending toward a brighter future.
Delivered by Ingeus in partnership with Leicestershire Police and the Office of the Police and Crime Commissioner (OPCC), the programme provides practical help and positive direction for those who have received an out of court resolution.
An out of court resolution isn’t just a legal alternative - it’s a meaningful opportunity. It creates a moment where young people can pause, reflect, and be supported to make positive changes. These “reachable moments” are often the first structured point of contact with services and can be pivotal in:

Every person is matched with a dedicated keyworker who stays with them from start to finish. Many keyworkers bring lived experience of the justice system, adding empathy, credibility, and understanding to the relationship. Together they:
We know engagement isn’t always easy. That’s why REFLECT keyworkers meet young adults where they feel most comfortable— in the community, at home, or in safe local spaces. Our flexible, trauma-informed approach means we listen, adapt, and stick with it, even when engagement is challenging.
