Owen Peterson

Owen is Head of Service for Ingeus’ CFO3 contracts across the North East, Yorkshire & Humber and the East Midlands. Joining the business in 2013, Owen has operated in the Human Services industry for over twenty years and possesses a wealth of experience in Performance Management and Service Excellence. For the last seven years Owen has been heavily involved in justice programmes and was the transitional lead for CFO3. Owen is very passionate about social inclusion and ensuring participants are at the forefront of delivery.

Fiona Matthews

Fiona is Head of Supply Chain Delivery across the North East, Yorkshire & Humber and East Midlands regions. Fiona previously worked in the travel industry before starting her career in the welfare-to-work sector almost 13 years ago. Fiona has worked on various government contracts and began her justice career in 2019 when she joined Ingeus as Supply Chain Manager. Fiona is passionate about delivering a high quality service, continuous improvement, and making a difference.

Gary Smith

Gary is the Head of Internal Delivery for CFO3, overseeing the Ingeus operational performance across our three contract package areas.  He spent 23 years working in submarines before joining Ingeus in 2010. Starting as a Trainer, Gary moved to justice services in 2015 as a Caseworker and went on to manage the East Midlands region from 2017, before progressing into his current role.  Gary believes that everyone can change with the right approach and support, and takes great pride in the achievements of CFO3 participants and staff.

Graham Johnson

Graham is Business Manager for CFO3 in Yorkshire & Humber. Graham joined Ingeus in 2013 as a Performance Manager on the Work Programme, managing a varied team of 35 delivery staff. Graham progressed to Business Manager at the launch of CFO3 and was heavily involved in the mobilisation and marketing of the programme. He has ensured high quality performance to help change many lives for the better. Staff development and training are key to Graham and enabling his team to excel.

Chris Gunn

Chris is Business Manager for CFO3 in the North East, driving delivery and performance across a diverse team of Caseworkers in prisons and community. Chris originally trained and worked as a dancer and actor before eventually settling as a prison Caseworker for various justice programmes. Ten years on, Chris is always keen to drive performance while ensuring our participants receive the best possible person-centric support towards reducing reoffending.

Sarah Staniland

Sarah is the Business Manager for CFO3 in the East Midlands. Sarah has an extensive history working with offenders in a custody setting as well as the community. Sarah joined Ingeus in April 2017 as a Community Caseworker and progressed to Performance and Service Delivery Lead in February 2020. Sarah has played an integral role in supporting the East Midlands team. In November 2021 Sarah became the Business Manager and continues to support her team and participants.

Emma Taylor

Emma Taylor is a Supply Chain Manager for CFO3 in the East Midlands. Emma joined Ingeus in 2020 as a Caseworker before progressing to Supply Chain Manager. Emma has worked in welfare-to-work for over 10 years on contracts including New Deal, Work Programme, Work and Health Programme, Work Choice, Skills Support for Unemployed, and Building Better Opportunities. Emma brings a wealth of experience, and her motto is to keep smiling!

Manjit Dhillon

Manjit is the Employer Services Manager for the CFO3 Employer Engagement Team. Manjit has over 20 years’ experience of working with people in the criminal justice system and started as a Caseworker for Ingeus in 2016, working in HMP Moorland and Sheffield NPS. Manjit moved to the Employer Engagement Team in the East Midlands in June 2020 where the team became the number 1 provider in the region.

Laura Booth

Laura is the Performance, Service & Delivery Lead (PSDL) for Yorkshire & Humber. Starting as a caseworker on CFO3 in 2018, she progressed through the company to her current role. Laura works closely with caseworkers and assists with contract delivery, while supporting them in their roles and personal development.

Katy Andrewartha

Katy is the Performance, Service Delivery Lead (PSDL) for the North East. She joined Ingeus in 2010 as a receptionist and has progressed through the company to her current role. Working closely with caseworkers who support participants to overcome barriers, reduce societal stigma, and improve their lives. Katy builds relationships with internal and external stakeholders to ensure participants can access all available support.

Sarah Nobbs

Sarah is Performance and Service Delivery Lead (PSDL) in East Midlands. She joined Ingeus as a CFO3 caseworker in 2018, after graduating with a master’s degree in Criminology. Sarah works closely with the caseworkers and assists in project delivery. She is passionate about supporting both caseworkers and participants to see and reach their potential.

Joe Smith

Joe has been with Ingeus since 2004 and has occupied various roles during this time, gaining experience across Ingeus’ Employability, Youth Services, Skills and Justice divisions. Joe’s current remit is to oversee the reporting strategy on the CFO3 contracts, and to deliver insightful MI and analysis to all stakeholders in order to support managers in their decision making and ultimately our participants to achieve their potential.

Graham Glasgow

Graham is the Contract Compliance Manager with responsibility for the internal CFO3 quality assurance team. Graham has held this position for 2.5 years, having previously worked on the CFO contract as a Business Manager since the first round of funding in 2010.  Graham has worked in a number of different roles during his 27 years with PPDG, APM and Ingeus and cares passionately about supporting colleagues and participants on a daily basis.
